The Services Paper or Mobility Paper is a document that Cotral Spa, operating in the out-of-town public transport sector, draws up annually, in achievement of the Directive of the President of the Council of Ministers dated January 27th 1994, of the law dated July 11th  1995, no. 273 and of the Decree of the President of the Council of Ministers dated December 30th 1998 related to the general reference scheme for the predisposition of the service card for the public services of the transport sector.

The Mobility Paper is a document aimed at radically modifying the relations between the companies providing public transport services and the citizens as users of the service. This is indeed in line with what is stated in the decree cited, the guarantee reinforces the citizens’ freedom to move (mobility), provided for by Art. 16 of the Italian Constitution in which “every citizen may move and stay freely in any part of the nation…” and “every citizen is free to leave the country and to enter it again…”; by Art. 8 of the Maastricht Treaty in which “every citizen of the European Union has the right to move and stay freely in the countries of the member states”

The Mobility Paper is a communication tool to provide information to citizens/clients and a commitment on behalf of Cotral Spa in observing it, and it also indicates the lines of the improvement process in terms of the services quality offered. In operational terms, the company declares to its clients the goals achieved and the objectives that it will strive to achieve during the year, both in terms of quantity and quality of the service offered. For clients, it is a real tool to get to know the company and its objectives.
